IMO there is nothing online that will teach you how to design.
its a long path of evolution. I was lucky enough that was working with 3 great designers in the magazine so they showed me the path. If you can work with somebody better - even few hours a week. just to get a concept and design rules it would be the best. get a free work experience programme. the concept of great design its not in the psd 2 html 2 WP but to make a simple and intuitive design. In that way you will keep the visitor in your site. Get a design experience - with constant feedback. How to properly use fonts, colours, alignments is the key for a certain reaction of a user.
coding part is the easy part because you already know how the website looks like and you will know how you want it to behave.
