I'm not sure I understand your question. Offshore is a general term. There are offshore hosts in Netherlands, Bulgaria, Hong Kong, hundreds of countries. Offshore basically means not USA. You have to find the right offshore host according to what I mentioned above. One that won't extradite you for fraud committed to a US corporation.

Host it at home, so you can get what you deserve and save offshore providers that help you bypass small imposed rules by big giants - offshore hosting is not made for selling fake/stolen docs, they will suspend you for that for sure.

the correct word is "Bulletproof hosting" and not "offshore hosting", but I advise against it. The servers are in the most time down and the FBI cooperate also with partner countries.
