I think I meant any SEO specialists can get clients easy.
The downside of it is that 99% of "SEO specialists" here are scammers who owns GSA, etc.
The rest, real SEOs, does not sell cheap services - as they can make decent money from SEO itself.

You can find client from SEMrush and fiverr and Upwork and blackhat world
I would start with someone that you know -- do great work for someone's site (for a discount, or even for free) so that you have an example or two to point to. And, if you do a good job - be sure to get a reference that you can use online on sites like fivvr, upwork, linkedin and and in real-life for your next client(s).
