- Yahoo Site explorer (requires free account sign up)
- Link diagnosis (requires free account sign up)
All of the above are good ways of finding out a sites linking history. Majestic SEO also allows you to compare your own site with up to 4 competitor sites, once you have created the free account.

My budget is for $60. Free back links are still my first choice because i find paid something dangerous as per my previous experience.

Just post a thread here that you wanna buy some high PR backlinks and go with the provider who have good background and proven record. I don't think that there would be any other good place for buying backlinks rather than BHW.
