The only way is going all in and investing a lot of time in both analysing lists in domain auctions and automatic tools for already expired domains.
Check common expired auctions like DropCatch.
At the same time look for a good domain scraper and start scraping like mad
There are plenty of ways of learning but without a good budget you will never learn. Consider spending at least $2-5K at first. Probably your first 30% purchases will be pure shit domains that you will end ditching in the following years
