You can start link building in this steps,
first make social profiles such as youtube, fb, twitter, pinterest, g+, linkedin,etc to your websites.
second do social bookmarking like digg, reddit, stumbleupon, etc

You should start from the most SEO like doing manual bookmarking for home page and internal articles, write original content related to your niche and publish it sites like tumblr, hubpages, wordpress with your website link at bottom of the page. Make videos on your niche and publish it in youtube, metacafe,etc. There are most basic and important initial steps for getting links to your website.

The main rule of internet is to never blindly trust what others say. Test, retest and then test some more on every bit of information you get from public sources. Ok, you have got many good replies for where to get backlinks and like many have suggested check competition first - this should be done even before site is up.
After that learn On-page SEO and only after that start off-page SEO. Even the best and strongest Off-page SEO cant rank and keep you up if your on-page SEO is off.
