where do bloggers hang out?

I was polite enough not to show sarcasm. Dont want to go off topic but I always believe if someone you find more knowledgable its better to pay respect.

I attend conferences, exhibitions, affiliate summits, ad:tech and seminars on regular basis and do meet the bloggers, big webmasters and ceo/coo/cxo of topmost advertising/affiliate companies in person frequently (dont ask who and how since you believed I was wrong in first place).

I used to travel a lot myself to those kinds of things and they are super places to interact and network.

I've met and done business with a lot of really sharp people back when I did that.

Kudos to you for doing that and seeing the value.
 
Is there such place on internet? Not necessarily some particular niche, any blog owners.
Trying to set up advertisement targeting bloggers, just need to understand what they all have in common, what is good channel / website to advertise for best reach.
Do some internet research. Do you have some bloggers in mind ?
 
different niche bloggers go into different places. fashion and beauty for example have separate conferences and groups
 
There's a lot of Facebook groups, some better than others. Some are secret and invite only, and those ones tend to be the best.
 
Most of them are private communities on Facebook groups, Slack, or somewhere similar. Inbound has a lot of marketing bloggers, reddit has bloggers for every topic available as well. An other idea is to use Twitter. If you know what grouping you're looking for, search the hashtags using their search function and browse by "People" - you'll likely find the most influential at the top. If you know a few of the top bloggers for such industry, you could also view their Twitter lists to see if any other user has featured them in an influential blogger listing for such industry.

If you can spend some $$, you can use GroupHigh. This website has a pretty impressive list of bloggers that you can filter down by topic, industry, location etc. It also gives you social metrics, impressions and audience size for each blogger ...
 
Oh just one more thought: they are also allover Google+
I suggest finding relevant communities on G+ and making posts that announce what you're searching for. Just make sure its communities you've engaged with first before posting ;)
 
try reddit. this would be where most bloggers go to. other places i would suggest is facebook, twitter, instagram, youtube, snapchat, and google hangouts.
