When to target inner pages vs home page?

So I've been speaking with a few SEO providers lately and I keep wondering what URL / Keyword to provide. This is for a new site by the way if that makes any difference. It is also a review site.

Lets say I order 30 Niche Relevant PBN Posts.

Should I provide the inner page URLs and keywords I want to rank for?
Lets say 5 inner pages... So I would provide 5 URLs and 6 Keywords per URL.

Or should I send all links to the homepage and give the provider 30 keywords.

Is there a difference? Should I do a mix of these? Does it depend on the type of links?

Any input would be awesome! Thanks Guys!

Target inner page and few on home page use generic keywords for it that should do it

one question: are these keywords really related to each other? using red apple example, can you provide some examples what your keywords are? for example,

best red apple
how to grow red apple
cheapest red apple
benefits of red apple

i doubt your homepage is setup in such a way to address all 30 keywords. you should group your keywords, and have targeted page for each group. then have the links to send to those pages. your internal pages and homepage, should not be competing for similar keywords.
