When to start link building?

Add more content to your website, your plan seems fine. But build small quantity of links at start.

When your website already has content with SEO optimized even with only 1 post on your site, you can start to promote your website generating backlinks to your site right off the bat, as long as your single post has something to monetize like affiliate product, digital product, or services.

The easiest way to start building links is from social media like Quora, Pinterest, IG, and Facebook. In the meantime, you will need to get a high-quality backlink also from a high authority website (high domain authority) to boost your SEO rank on SERP.
 
It's not a must to have your website fully prepared. You can start building backlinks straight away. It all takes time to rank and act in the magic.

Whenever your site is ready, You can start link building. There is no specific time for Link building.

There are no fixed rules or time to start creating backlinks but you should be consistent with backlink creation.

I recommend, start creating backlinks after 45 days of website creation, be consistent and create only 5–10 backlinks per day.
