when to start link building?

after making a new blog
how much time should we wait to start link building?
for my blog,I am using an Expired domain​

Start yesterday.

I often start building links to a site before I even make it live... sometimes I hit it with real aggressive SEO before it is actually live.
 
I would start when content is ready. If you are using an expired domain you can start whenever you want.

What can one do to be aggressive with SEO on a site?

Blast it with a variety of tools so that there are all kinds of links going to it?
Hit it with PBNs that are strong?
Smack the crap out of it with thousands of Web 2.0s?

If the site is non existent (not hosted) it does not get any kind of penalty from Google because there is no site there. I've been doing that for several years now for new sites and it has never let me down when I made the site live as it jumps pretty good in the rankings almost immediately.

As soon as the link is up and live, I do the boost. Or as soon as I can, if an article was queued or something like that.
I may be wrong, but doing it before the link is live, there's no point. Let's see if people disagree and if there's some worth in that.
 
I have had the same question for long time now... I am starting new website in a week or so... i will publish for start , good 15+ articles , 1000+ words each, with good keywords. So i can start building Backlinks immediately with no problems? Wont get penalized , and it will have effect very quick? I am looking to invest at least 2k$ in content and backlinks.... Any thoughts on this? thanks

Don't be scared to link to your site - just don't go all happy monkey bananas crazy about it when you do.

Any SEO worth his salt will help guide you even if you are not a client so you don't end up trashing a perfectly good site.
 
You should start as soon as you have some content up. There's no need to wait.

Won't that cause broken link? If not broken link, then an uncompleted website may lead to a high bounce rate and subsequent link removal by the webmaster of the referring domains where the links were posted, especially on serious websites like Huffington Post, Fox etc.

Web 2.0s might be an entirely different story since you probably own and control your PBNs though.

I would start building links to your site when it's aesthetically pleasing, with all the necessary convertion html codes like fomo, push notifications, and optin forms.

I would as well make it super-useful to my prospective target market that I want to retain with email list from day one.
