I think you can start anytime. Just that if your domain name is newly registered, you may get sandboxed in the process. Perhaps getting some high quality links, etc would definitely keep the sandbox at bay. Also, increasing some social signal to your posts would also be a big bonus for your articles.

Your site is more than 1 month, you can already start backlinking today. If you plan to use PBN, just start using it after your site is 2 months. Also add more articles on your site, 5 pages is not enough

Depends what kind of backlinks you are trying to build I suppose. You could start right now by earning legitimate links for your site with white hat methods, then add a bit of black hat sauce on the top of it once you have a cushion of quality links.

Try to post well-researched content and share on social media's.
Build the links from niche relevant site with good stats over your site.
Don't build more links at the start, increase the backlink count gradually.
