even tho they are illegal there is levels between a streaming site or a drug selling site like silk road.

Sure, but most of the times when a top notch streaming site gets shutdown and have generated an income, the penalty is having to return the money + going to prison, which eventually is pure useless
If at least the site promoted satanic practices, I would be amazed by the creativity of the illegal action

As someone mentioned above - the niche matters. Partly because competition comes and goes in the spammier niches but also because Google treats spam differently in different niches. You can rank for a bunch of nsfw keywords easier than you can for sfw evergreen keywords for example.
