For most of the time, - apps and software itself gets more resource-demanding.
So to refresh old hardware, you should look for performance upgrades - better cpu, more ram, faster hard drives.

It depends really.
Is it slow because your CPU is struggling
Or is your harddrive dying.
Or is it cause of the lack of ram.
The good thing is, everything but the CPU/MB can be easily replace and upgraded in most cases to the maximum allowance your motherboard/cpu can take. (Varies)
The bad thing is, if its due to your CPU then that's usually involves replacing the motherboard also, while the rest are usually mostly always compatible.
Sometimes, it's just because you are running an older OS, I remember switching from 8 to 10 improved my laptop by leaps and bounds.

Generally, they don't lose perfromance. It's just that new apps have higher system requirements. Your processor will always have the same processing power (more or less) for it's lifetime, BUT since newer computers have more power, developers will make applications that can use that power.
That being said, mostly performance comes from CPU, RAM, SSD (if you don't have an SSD yet get one), and if you are gaming GPU. If not a gamer, then you won't mind the GPU being slow.
Laptops --> it's pretty impossible to replace anything other than storage and external RAM, so if a laptop is struggling due to CPU, you got to get a new one.

There's no point in changing parts. You replace one, 2 months later another one will give in. Specially in case of Laptops.
The average lifespan of a laptop is 4-5 years if you're using it as a regular tool for your work. Replace the entire machine after that. No point in repairing/replacing parts.

They become slow because of programs we run on them. With time, software regularly update, but hardware are same.
so upgraded software need more and more resources, but old computers cant delivery that much, as they are still same. Thats why most time we see that performance of machines regularly decrease.
i got my first PC in 2005, that time i baught 2 GB Ram and 80 GB hdd with P4 processor, and people was like, OMG, what i am going to do with that much configuration, now mobile required more then 6GB Ram to run properly
Some time temp. files also make issue, so a qucik clean of temp files or format can help a lil bit.

If your's is an old computer or laptop, then internal parts are replaceable. However, nowadays, especially laptops are manufactured with most internal parts integrated, which means that most of the internal parts are not individually replaceable. But, yes, as a computer or laptop gets older, it gets slower and in most cases this is due to more software running on it (we keep downloading softwares for use, correct ?) and in certain cases even malware can slow down a computer or laptop.
