I've a question , as the title asks - when can i start sending pms ?

Not into spaming or newbie things ..just 1 on hire a freelancer.

When you don't have privileges to post in the section your also not allowed to PM people. I got a warning for a similar thing, even though I wasn't trying to be hired, just giving advice.
 
"Hire a freelancer " section , what's needed to be able to post here to threads or pms ?
 
whats betting 50/50 he posts a product and gets banned
