What's your best suggest for a Tier 1 backlink creator tool?

Automated tools aren't great at all for tier 1. You can use GSA to create web 2.0's for tier 1's, but they're not of great quality and I wouldn't recommend it. GSA is best used for tier 2 and 3.
Tier 1 links are best created manually from real websites that are often posting/updated and social media/bookmarks such as reddit, tumblr, and pinterest.

For tier 1, build backlinks manually like guest posts and niche edits

No content was added since launch, no other backlinks bought or built.
GSA SER builds links on 3 tiers. Targets for links pointing to money site were scraped and filtered for DA > 15 and not being blacklisted. Money site is not English, links are from various countries.
I trust the rumour of not building links with GSA SER to the money site comes from link vendors.

It is not a wise idea to use tools for Tier 1. The SEO person doesn't do that activity.
Tier 1-pointing out money site should not harm your website.
You can use tools for Tier 2 and Tier 3.

Most people have zero idea how to use GSA or Xranker etc, this is why they kill sites. It's clear you are proficient in automated links.
What I would add though is;
Money site is not English is an important aspect here, plus there are no numbers for traffic. That screen shot shows a rise which could have been from zero to Fifteen organic.
Not trying to piss on your chips. Personally, I'd never use nor suggest people use automated links to their money site, nor to tier 1 links. The worst thing is you get a great guest post and decide to 'help it long' by blasting 50k links to that guest post, then wonder why the site owner has realised what's happening and removed the page.
You cut out the traffic from that semrush graph, that's pretty sus

I don't recommend any automation link building tools for tier 1 if it's you long term project. Automation tools only good for power up tier 1 links not direct money site

This thread is not about the teenage game "size matters" but about tools for T1 and easy ranking keywords, so there is no point in providing any figures rather than a proof of concept. I have not seen any other tool recommendation but lots of "buy PBN links" from people with PBN ads in their footer ...
as far as we know that site could get hundreds of users monthly. That's pretty low sum of traffic and in no way can it indicate that gsa is working as it may also be that the links have been ignored due to low quality and the site has gained that traffic naturally, not thanks to the links.
Share a site that has tens of thousands of monthly visits and relies exclusively on gsa without using other sources, only then can your claim take on value.
