What's you favorite tool/method to create web-site templates/themes?

    What do you like to use when you create templates and themes for your web-sites?
    Frameworks, php/html/js/css editors, web-site generators, using/reediting commercial templates or "stealing ideas" from your concurents, strickly notepad or anything else? Do you make photoshop templates and then use results from them for further work? What's your favorite and you can name it as the best way to create the templates/themes for your websites?

    My favorite tools is wordpress. I guess it's currently no.1 CMS platform. I don't make PSD templates, I just buy ready-made wordpress themes and then change look & feel of the theme so that the theme doesn't look identical to it's original.

    I see that there are tons of quality themes for WP that look really rocket-like (besides other useful plugins), so I will test WP some day too. Now I'm hanging around CI and it's not so easy to find, buy and download ready-made theme, especially similar to WP awesome templates. That's why I've started to search for additional methods to create themes.

    Btw, is it hard to transfer WP theme to other CMS or Framework (like CI in my case)?
