I'm not so sure link velocity is a thing in the way people think it is.
To me, if a website suddenly gets loads of links it's probably doing something good not bad.
There are quite a few examples where an exploit has been used to build tons of strong links quickly and that website has shot up in the rankings.
I think it's reasonable to think there might be some sort of inspection that is triggered when a large number of links are created to a new/small site but if you are building HQ links that shouldn't be an issue.
Just my opinion, I may be completely wrong.

I think I get your point. It all still amount to the same thing whether you build a lot at the same time or do it gradually

Do Multiple types of Backlinks and get as much platform diversity as you can, Build backlinks slowly to your homepage and inner pages with natural anchor text and the whole process should be continuous! Go with a small number of BL and increase gradually till you see the Result!
Also, you can analyze your TOP competitor pages and their backlink history and implement the same strategy!
