Google require phone number in almost all countries, but as you wrote maybe exist some countries for users from which - phone number not required.

Yes, you should be able to create new account, in case you use proxy, but, you should also understand, that almost all proxy providers provide you proxy from pool of proxies, which they own. And you not only one client.
Means, for example proxy provider - own pool of proxy for 10 000 IP addresses, you have bought plan for 100 ports and can use 100 proxy from pool for your tasks at the same time. But other clients too use this proxies for their tasks, and in case that someone register new accounts in gmail u will be unable do the same, because this IP from pool already sets to accounts which registered.
As I see from your posts, you have issues in your settings and you need to contact support of your proxy provider to get help.
And also, if you need proxy for registering email accounts, you need proxy provider with always refreshable IP's in pool. But, please be informed that almost all mail servers require phone number now - while registration or after few days from registration.
