What will happen if I have 2 pages a very low reach fan page and combined it to an active and high reach fan page what will happen? will the low reach fan page can get active again by merging to the active and high reach fan page? will it work?

I dont fully understand your question, your low reach fanpage will not get activated because it will not exist any more, its audience will be absorved by the main page.

because i am afraid if i merge the low reach and not active page to high reach and active reach maybe be it's reach be affected did you try this before?

Yeah its audience will be absorbed by the main page.

When you merge your 2 pages. There are options for main page and merged page. All fans of merged page will be merged to main page. Just read their docs: https://www.facebook.com/help/249601088403018

because i am afraid of the fact that may reach may lower on my main page
