Almost every provider will let you add on IP to a limit. Really depends on what the IP would be used for and how many that you are asking for.

i know but i'm not telling them that i will use there service for spaming )) i mean after the campaign is send if they want to lock the account and block it is ok since the mission was accomplished already

As you need as much IPs as possible, you should rent an IP range and announce that from a Service provider. I doubt if they will allow you this after hearing about the spam but i wish you all the best.

Vultr works but the cheap ip they provide are crappy as upon checking the ips 2 out of 10 are black listed (( and the rest 8 are susipous and high risk according to spam ip checkers ((
So Vultr is defiantly no go although the ip and vps price are cool !

You'll need a mass smtp friendly host for that anyway.
