Almost every provider will let you add on IP to a limit. Really depends on what the IP would be used for and how many that you are asking for.

As you need as much IPs as possible, you should rent an IP range and announce that from a Service provider. I doubt if they will allow you this after hearing about the spam but i wish you all the best.

Vultr comes with a $2.5 mini instance per month, which applies to ipv6 only, while you'll have the option of paying another $3 for an extra ipv4 IP without question asked.

Vultr works but the cheap ip they provide are crappy as upon checking the ips 2 out of 10 are black listed (( and the rest 8 are susipous and high risk according to spam ip checkers ((

So Vultr is defiantly no go although the ip and vps price are cool !

You'll need a mass smtp friendly host for that anyway.
