There’s multiple things you can do, whether it’s selling them, you can even create your own website panel and use them as bots.

In the UK sim cards are free (can typically get 3-5 per provider).
Even without the above, they are £1/each in stores/ebay.
Is this not the case in other countries?

1 per card is still to expensive when we're talking about registering 1k 10k 100k of accounts

I guess if you're talking 10k+ you're right - but imagine it's not a total barrier to profitability.
