What Notebook would you buy today under 700$?

I would say - Stay with you current PC. I am using Core2Duo based laptop with windows 7 for browsing which I was gifted.
 
If you want to look good in a local coffee shop, find additional $200, get yourself a refurbished 256GB, 8GB 13" 2560 x 1600 M1 macbook air. Every year or 2 you will have to save up $200+ for new battery replacement and in case anything breaks, you will be better off buying new laptop. You will run out of storage relatively quickly, so buy a dangling external drive and regret your purchase every time it randomly disconnects every 5 minutes (yes apple ports are that bad). System itself eats 3GB+ of RAM, so you're left with 5GB to work with.

If you still want to look cool, but get a decent product for your money, get a 5 year old 15" macbook pro with 2880x1800 display, 16GB, 512Gb that has many different ports that actually work. Parts are widely available and in case anything breaks or gets damaged, you can get it repaired in your local repair shop.

If you value your money, just get a slightly used ideapad 5 pro, you get 2x the ram, at least 512GB storage, functioning ports, 16" screen and processor that is very comparable to M1 and actually has a proper architecture.

The Lenovo thinkpad's/ideapad's are decent for their price.

That’s a tricky threshold. Any higher, to get a mid-range laptop and I would have said start looking at hp. But under 700 i’d say the Lenovo range will get you good value for money.
Also, I agree with everyone saying that macbooks are a solid and reliable option if you can go a little higher, but if you are a windows power user you’re probably not going to have a very good time trying to configure Win11 how you want.

Quality don't comes cheap. If its cheap it sin't quality.

M1 Macbook Air - Definitely! But for that money, I wouldn't buy it in a shop but already used...
 
I highly suggest an used MacBook and honestly just try Facebook Marketplace, thank me later ! :)
