What kind of links do you want? Automated tier structure? Or high quality PBN links? There's a big difference between the two.
 
Nowadays I am using Forums and Blog Posts and other techniques are not working for me :(

How do you guest post on blogs with links? Often times the comments I have made with links are deleted.
 
Every SEO company will tell you how great they're and what a huge portfolio of projects they have. It's lake on a first date: you boast to impress your partner :) But. You should let them make little amount of works for you and observe how they inform you on the process, how well they write the texts and all the details you feel are important. That's a risk, but you're the client, so you make the rules! Try services of guys from netgeron - they're not well-known, but said to be professionals. Good luck!
 
If you know how to PPC, the impressions you get and the value + profitability is far better than SEO. Luckily, I don't know how to PPC:(

What are some ways to submit bookmarks (where)?

Are blog comment links FOLLOW? How to tell?

Just launched my website and want to start doing some link building but haven't done it in a few years so I'm wondering what the best options might be.

Web 2.0s refer to sites like Wordpress.com / Tumblr / Overblog properties.

Bookmarks are just sites like Reddit / StumbleUpon etc. There are a ton to chose from.

Most blog comments are no-follow, occasionally they are do-follow. They're still great for link diversity either way.
 
I use all these techniques that you wrote in the post because my clients have no patience and they want their sites indexed in a few days so, I use all techniques of backlinking for the ranking of sites.
