There are sites on google where you could check if the channel is monetized or not simply via the channel link, Hope this helps.

Search for "monetization" in the code
If the value is "true" then monetization is On, if "false" monetization is Off

I guess If The original owner use content ID to monetize, channels will still be shown monetized even if the money go to someone else than the channel owner. That's just my guess.
