What is this guy trying to do?

I think most of you are missing what it's actually accomplishing, lol.

It's not meant to redirect through a 301. He's exploiting a redirecting landing page which outputs a backlink to any URL. So he's basically creating .gov backlinks on the fly which can and likely will be crawled and indexed by Google. This in turn will flow PR and authority to the designated URL.

I'm going to test it on one of my sites to see what Google does with it. I'll be interested to see if Google actually tries to index it.

Every few months someone brings up the .gov redirect trick and I've never seen evidence of it actually doing anything.

They also don't index, so I doubt this has any value whatsoever.

They do so index. A lot of people fail to create the backlinks properly though.
 
Don't waste your effort on these redirects folks. Regardless of how many links you throw at these Google knows they are spammed redirect URLs and it won't do shit for your ranks.
 
Similar to the utube redirect that was discovered a few years back. Whether it works is anyone's guess.
 
Probably just suckered a bunch of people into thinking his site was actually worth something ranking-wise
 
if you search his website on ahrefs.com the .gov backlinks are being displayed.

I'm really tempted to do this for my website but I'll take you lots word for it and leave it:(

Don't worry. Google and Ahrefs are built for totally 2 different purposes. Pat yourself that you saved your site from a penalty pitfall you just passed by.

No. You need not listen to some of these replies. They simply do not know what they're talking about. It's really incredible how many people are replying that are such misinformed pretentious assholes.

The 'redirect scripts' are being exploited to create dynamic pages with a backlink to a URL. If you write out the URL correctly, it will index.

Examples:

As you can see, these pages are being indexed and those who are using this correctly, are benefiting from the PR4-PR7 gov backlinks.

You have to add your anchor text as a suffix to the above code and close the open tag with </a> in order to make it work.
