Might want to clean up the database error showing in his footer before he worries about linking to every website in the world.

Cutts did say you get judged for the links you point to and the receiving side gets good backlinks... Can't read what is going on there tho.

If you look at some of the pages, such as http://www.avaqmd.ca.gov/redirect.aspx?url=http://maurersfortezayiflamahapi.com you can see that the guy has gained a followed link from .gov site with very little work whatsoever! Kudos to whoever found this!
And for those of you wondering, yes, weak ass redirect scripts that you're running on your own sites can be exploited in similar ways!

That's because he is using a plugin called Wordpress copy protect. It disables right-click and text selection.

http://sameid.net/clickbank-aff/quick1986/Correct, all that needs to be done is to backlink the URL http://www.avaqmd.ca.gov/redirect.aspx?url=http://yourdomain.com with a few links (which he/she has done) and it then becomes a permanent page on the .gov site with a do follow link to yourdomain.com
However, looking closer at the redirect headers shows a 200 response code where i would expect a 301, though i'm not entirely familiar with ASP based redirects and their subtleties.

Not much of a header expert but looks like this page is just dynamically generated with a link point out, no redirecting. Lots of messy shit on that site, check out that footer lol..
