I know Hubite is made with Laravel , so custom code

Both are probably custom coded - Maybe you could make something like this in a no-code website builder like Bubble.

it's built with react. it's not really a cms like wordpress. https://react.dev/
more like custom code built on top of the react framework
you are diving into creating code from scratch and learning a framework, rather than drag and drop gui that is most CMS platforms.
in the future you can use https://builtwith.com/ to help you answer questions like this.

with all that being said, a talented WP webmaster can pull an off-the-rack theme and replicate your site.
