I'm not SEO pro but I know some, I think that link from high PR site was and always be the best.
Article + links to your site from the high PR site.

Mate, PR is abandoned by google since 2016. Your advice is "only" 6 years outdated.

Technically the PR patent only expired in 2019, but it's still one of the ranking factors.

I think you're conflating Google no longer giving out PR data with PR actually being outdated.

EDIT: I remember when my site's homepage hit a PR of 6 on the toolbar. That was almost as rewarding as having a newborn son.

Your question is too broad. Narrow it down to what niche you are working in and what is your budget and how many links you want to buy.

BHW has a lot of sellers that sell their link packages as well as individual guest post services for almost every niche.
 
I usually prefer same niche site from authority website with a do-follow link.
That gave me some really good results + referral traffic from the link site.

For eg - I have a travel blog and the link is from a famous travel influencers Website(She has a YT Channel too). It helped me to improve my SERP by a little margin, still a way to go for my top #3 spots!
