I know a guy on who sell 8GB RAM VPS with unlimited bandwidth for $7/month, but the problem is that he takes around 15-30 days to deliver them, which is too much time.

I have tried Fiverr also but no luck. So is there any VPS provider who sell with at least 8GB Ram with unlimited bandwidth for under $10?

Any help will be highly appreciated

I don't want it to host a site, rather, run a software 24/7

I don't think that you'll find a true hosting account anywhere with 8 Gb dedicated RAM for $10 it will be shared RAM no doubt about it there's no way possible. I do know that if you were to use offshore SEO hosting VPS that they will give you the best deal on your order because they use VMware ESXI which is leading standard in virtualization and is very good virtualization software. You won't find anything for $10 with these guys but you'll find something close for $20/m and it's in VMware datacenter infrastructure.

I would be gun shy of anyone that offers 8 GB VPS systems for under 10 bucks a month. With that pricing they host will not be around long. Guys doing that type of pricing is a turn and burn type deal or way way way over selling the server.

If you are looking for a stable host that will be around and have the support to back it up you are going to have to up your price some.

Im using an "8core 24gb ram ssd" vps from Contabo and its shit. My old 2core 4gig nossd laptop runs better then this and it is giving me fucking cancer. Sometimes it even completely freezes for a couple of minutes up to half an hour lol. Last time I used one of their services.

Totally agree Scaleway is really good because there is physical separation of ressources so you don't get on machines that are oversold as shit and you can get an 8gb server for 12€ Taxe included.
