Reverse SEO is the opposite of SEO. It is a practice to move the site down from search engine results, not up. The idea is to do it to your competitor's website. But don't be a scumbag. Plus it's highly illegal.

this is true.

sometimes however, reverse seo does not occur when
the site is not "parked" and remains in a steady position, or
when all the forward motion gears are stuck, then
you may switch to reverse,
although it is not always advisable to do so

I was wondering what if someone had free $100k and for the lulz made a massive neg seo bot.. I imagine it wouldn't be hard with tons of proxies and sb or something..
How'd google approach this?
