Anyone know all about Reverse SEO and Why any body used Reverse SEO ?

sometimes however, reverse seo does not occur when
the site is not "parked" and remains in a steady position, or
when all the forward motion gears are stuck, then
you may switch to reverse,
although it is not always advisable to do so

I was wondering what if someone had free $100k and for the lulz made a massive neg seo bot.. I imagine it wouldn't be hard with tons of proxies and sb or something..
How'd google approach this?
