its different for different pages depending on account age, account behaviour and previous bans
You are doing something wrong. I created accounts this saturday that is already following 300+ people with no ban.

There are not clear limitations. It depends on the age of the accounts, his previous behaviour and probably several other factors.
If you want to play 100% safe with every account you should be under the 30 follow/unfollow per hour. As I said it could be more (some accounts can do 40-50-55 per hour) and not have issues, but this is just a number that should be ok for every Instagram account on the face of the earth.
