It looks like using a technical jargon to sell something on a higher price than its actual worth or maybe he himself does not know what it is. Well there is no such thing as hardlinks, its only backlinks.

Hardlinks there are no such links available in SEO. Maybe they are selling high DA links and called that links as hard links.

You'd only find the asian seoer talking that shenanigan. Unfortunately, they're many in the SEO industry, even here on BHW
