What is cloaking?

Can anyone tell me what cloaking is? Googling about it gave me 0 idea and left me with more confusion than anything. It got me curious cause I asked one of my friends who does SEO/Social media service that they dont accept paypal in most of these services is because of cloaking issues.

So just got me more confused.

They dont accept paypal for online services because of charge backs. Am i missing something?

In Simple words, cloaking is a service you can use to run restricted or not allowed offers, products and services on advertisement networks like adword, fb etc.
 
by cloaker you can run those ads which not allowed by google or other advertising platform.

cloaking is a technique to show a different version of content to different users and bot. cloaking had both advantages and disadvantages in some way. must test and verify before using any such service.

But how is it connected to the reason why services here in blackhat doesnt accept paypal as much? Can cloaking fake your paypal transactions as to why service sellers try to avoid paypal payments?

If the products and services you offer are of the Black hat world then you need cloaking

So your saying is, paypal transactions cant be cloacked so when people/authorities find out and it can put sellers at risk?

Is this why they dont accept paypal payments?

Like you said, that could be one of the reasons that they don't accept paypal payments.

You can always use stealth paypal accounts without problems. The main issue with paypal are disputes and chargebacks, that's why cloakers usually charge in crypto and don't use paypal.
