Obviously, you need to fill out the information, and also I think they will call you as well. You can be honest and tell them you are starting out in CPA and you want to know the best offers to promote. Other than that, I don't see any other issues.

You should be fine.
I am not sure what their policies are now but they did not let you have access to all the offers as a new publisher back in the day. They used to, and may still, limit you to a segment of offers and only a certain amount of leads per day inside the offers in order to make sure traffic was clean enough and converted for the advertisers.
