What goverment can do with cookies?

any way to get information what webpages been visited before the user got to my site if i use _ga , _gid , _gat cookies and they visit my site often?

if by law, im just able to use basic google cookies , such as _ga, _gid, _gat, is it any way to track returning users web activity between to visits?
 
You can not access other domain's cookie via browser.

If you want to track your visitor you have to use your own cookies.

Ok.one more question pls.
Lets say that i can setup a IDE cookie, doubleclick on a other subdomain.
Visitors got the same client id(_ga).on both domain.
So basically i can get all type of information through doubleclick for the same client id such as political interest, etc, and does not matter if im not allowed to track on the first domain by law.
i guess through doubleclick you can still get information sych as age, sex, interest, political interest, etc

And what are they able to do with that information?

Ex: you have to do your tax, you login in to your goverment account, and you get all this tasty cookies.so all the voting population got them.

Your cookies are not shared between domains, meaning example.com cannot see cookies stored by otherexample.com, that would be a huge security risk for everyone and is something browsers have to keep secure.

Why is this is not possible you ask?
- Most platforms save your login cookies (used to automatically login when you visit facebook for example, so you don't have to repeat username/pass 24/7), so essentially if you would visit a malicious website that could see all your other cookies they would have access to all your stored saved logins.

im thinking here features what google provide with doubleclick, ex: age, sex, political interest.
so if they place cookie without consent, what mentioned above, is it possible to know ex : 18-22 males mostly have right wing interest or mesure reactions of goverment communication?

im not talking about see cookies on other domains, im talking about selling politics as a AD with this tracking cookies.or target specific groups in the country with AD-s?
