AVS stands for Address Verification System. and VCC stands for Virtual Credit Cards.AVS are generally more encrypted then VCC and are harder to crack.AVS in short is a system which checks your original address and Credit Card address which if matched,then it allows you to use your credit/debit card online.:ebay:

can you still verifiy paypal accounts on the credit card part with just a vcc? or do you have to have a avs vcc?

You can still use a non-avs VCC with the account. You will just need to make sure the zip, city & state match the billing details on the card. The address can be made-up and it will still go through if the those other details match.
