Conversion rates are most dependent on the landing page, how well you are selling your product. You say you have a good converting page. I'll take you at your word. You don't mention however any numbers of how it has done before.
The next thing is bring quality traffic. If you place your popups all over the place and not targeting the best places to put your ads, you won't get as good results if you do better targeting. Search is much better since that's the best targeting you can do: reach people as they are looking for you, more ready and apt to buy because they are qualifying themselves. But I've got nearly as good and at times better results by doing a very well targeted content campaign.
So your question cannot be answered, not without more data. I can tell you that often, a 0.1% click rate or less can be expected, although I've achieved 5% with good targeting. That would be 15 clicks out of 15k (I believe you are talking impressions/views here). Can you convert one out of every 15 visitors?
Note it doesn't matter how cheap the clicks are. If you spend $100 to get that traffic and you have no sales, whether it comes to 10 cents or 20 cents per click is beside the point.
