What are the effective techniques for off-site white seo techniques?

Can anyone provide me with the legit and proven off-site white-hat seo technique that works. I often here people saying white-hat seo costs a lot of money, where do the gurus actually spend money while trying to increase their customer SERP?
I am a newbie here, so please provide me with the details.

One of the basic seo white hat techniques "off page", as you described, is building quality links by creating rich and usefull content that'll be shared naturally by others site within the same thematic.

Pretyyy is right about that off-site link building method as that is technically the "correct" way to build links (I have a few posts on my thread where I show that it does work, albeit slowly). However, the problem with that link building method is explained in one of my other posts:
I think most of the confusion about white hat and black hat SEO (I prefer to think of it as a spectrum of grey rather than in absolutes) revolves around links, or more specifically link schemes. Just read this excerpt from the Google Webmaster Guidelines:
Any links intended to manipulate PageRank or a site's ranking in Google search results may be considered part of a link scheme and a violation of Google?s Webmaster Guidelines. This includes any behavior that manipulates links to your site or outgoing links from your site.
After reading that paragraph, you're bound to wonder exactly what a link scheme is, especially if you know the definition of scheme.
Is doing on-page SEO to get links considered link scheming?
Is sharing your link on social media in hopes of getting do-follow links considered link scheming?
Is writing great content in hopes of getting a do-follow link considered link scheming?
Ranking a site with "white hat only" tactics is possible, it just takes much longer since the "white hat" way of "building backlinks" would be to use the method in my Website ranking guide, which is to rank a website using on-page SEO first and procure backlinks, although again, this might be "link scheming" (albeit a more difficult-to-prove link scheme).

Of course, there are other ways of doing off-site SEO without actually building do-follow links. For example, sharing your site on social media sites can help you get traffic to your site and building citations (for local SEO) is a great way to get indexed and rank locally.

"White hat SEO" may seem more expensive only because some SEO resellers try taking advantage of some new members by charging extra money for the "safer methods". You can read T0mmy's guide to learn more about why some SEO services are more expensive than others while the quality remains the same.
 
Off site generally refers to links you manage to place.
You can place post on blogs and pay for them to be accepted. A blog that people read and contribute to would often ask for payment. And that is a longterm investment in your site
Or place a post at a press release site like prweb.
Or check the links to your competiton and then approach those site to take your link.
