If you really want a verified account, you will have to spend thousands in Twitter ads. All you have to do is spend $$$. All of the private accounts like Summer Break 2013 or Not Common Facts, or xxxxx that are verified, but aren't an official brand or business spent a lot of money on ads...

There is no exact steps to get verified account.
Usually, it's Twitter who contacts you to give you this status. But you must be at least, a little bit famous...
If your twitter account is a professionnal account for your website/company, you can try to contact them and explain that someone tries to ursuper your identity (maybe create by yourself fake accounts that ursuper your name with proxys...)
And the last step... be patient

Your first post is trying to verify someone's account, let me guess, it requires his password?
Money is required, there are verified accounts with only a few hundred followers, but they are businesses that have spent a few thousand on Twitter ads, so Twitter rewards them with verification, there is no step by step process, no claiming to have impersonators will help you. Cough up the cash, and still no guarantees.

That account is owned by a recording artist signed to Def Jam so it would have been easy for him to get verified.
