Weird backlinks from Google

I noticed some people created a hundred backlinks DR 90 from google.
They just simply create the links as below and have google index.

google.ca/url?q=yourdomain.com
google.nl/url?q=yourdomain.com
........
google.ru/url?q=yourdomain.com

Is this way considered white hat?

They use these kinds of links to increase ahrefs UR & DR.

White hat, but i don't think they would help with anything other than faster indexing.

It is, but it's not going to be beneficial to your website. Here are some tips to get white-hat backlinks. Get into internal linking as it helps in transferring link juice within your web pages. You can also answer questions on forums so it can bring your website more traffic, and it can build your credibility as well. Furthermore, you can include some surveys on your website.
