Google made a chaos for many webmasters, they even admitted having many bugs the last year or so,
You can't expect to fully rank,
Even while using the best content and links out there, you can end up with poor ROI,
I believe relying on a single domain/website for SEO is not really wise choice as it used to be a few years ago,
Especially for someone with limited budget and relying for it as the main income source,
Having 2-3 websites with solid approach is more secure, you'll have better chances for 1 over the others at least,
SEO is still profitable for sure,
