Can anyone guide me in the right direction?

My goal is to give the visitor a pop up message to add my website as a webapp to their main screen (mobile screen) with push notifications.

I have a music website and want to notify my fans when a new song releases whenever it's uploaded to the site.

The user should essentially get a (1) notification on the website icon on their mobile device.

I have searched for answers on google and only found paid services. I would like to do this for free. Thank you!

It's not free obviously. You must have to find a developer to get it done for you and customize the app for you...

you have to pay to developer and push notification method. I think for a limited number Push Notification you can get free, but then after have to pay, as my developer told me the things.

You can produce a mobile responsive website, I use html 5 and then add web push notifications for mobile users. You can do all that for free if you understand the technicalities of doing it.

As said above if you don't know how to do that you will need to pay someone.

I don't think you can learn in 2 days how to do that, sadly.
Try to pay someone to do this.

    I'd suggest going with https://codecanyon.net/item/web2app-quickest-featurerich-android-webview/8980493
Its not free but its only $19, you get integrated ads, onesignal push notifications(free and unlimited) api integrated with complete online generator.
All you need to do is download template from generator and compile it in android studio, you can post it on google play right away (don't forget $25 fee google charges for developer acc)

UPDATE: I have figured out how to send push notifications to desktop and android users. The problem is iPhone users. I must register as apple developer to send push notifications to iPhone users. And the only way is with an app... so many people use iPhones today, it would be stupid not to pay for required stuff, if required. Thanks everyone for your help. You guys are amazing !!

Yes iPhone can be tricky- but can I suggest you do a test with the others, if it does what you want, then at least you are only looking at an iPhone version.

Yes. Desktop and android are working flawless. As soon as you enter my website it asks the user to allow push notifications. If the user "Allows" then I can send notifications all day until they Clear their cache :) this is awesome. About to just make an app and pay developer fees though because I need the attention of iPhone users too

Just double check your website looks good on android mobile/tablet and desktop - that's why I use HTML 5 :)
