Is there a Google/Bing/Yahoo Nigeria? If so, it should be possible with Scrapebox.

I can't suggest any tool since I use my own custom build perl scripts for this jobs.

What I can tell is that even if your idea looks very simple you will incounter a lot's of problems like:

    1) processing text/html and looking for emails eat up a lot of resources.
    2) not having any criteria that you can use to filter your search will get you with a lots of url to process and very few emails.
    3) not having a good source will get you in the situation where you got a lot's of non existing emails, emails from support.

This are only a few of the problems that you will get. Building up a email lists, a good one, need time, resources and a lot of work.
And one more thing depending on how you intend to use those emails you must know that big emails list with no criteria usually have a very low conversion.
