All these sites are portfolio sites, no stores/ecommerce or fully functioning blogs can be created. This pretty much limits the reach of people and your potential clients, internet is full of these offer already and people wont pay that much for an average site.
What i found very interesting is that the guy who posted that, told that templatemonster owns or created weblium, if you check their website then you can see that they already offer the discounted websites from there with Weblium. It's a marketing trick and nobody will pay 399 for such sites, on top on that, templatemonster offers these sites even cheaper than you get for using the promo code.
Its just a marketing pyramid scheme.
