Web To Mobile SMS

I have access to bill people by premium text message services, so has anyone got any ideas on how to convert hordes of people to a text service? They need to text a certain "keyword" and a short code on their mobile to a number like 696969 and then verify their age and they're in.

I got a large number of chat operators all ready to chat as well, however we can pretty much setup any service.

Any ideas on what to do would be much appreciated!
