It'll allow you to create a website before buying the domain and host. You can buy domain after creating your site ever.

If you dont know anything about websites blogger is the easiest one, very simple to use. But I would recommend you wordpress because it has a lot more features.

Blogger is indeed the easiest, but I wouldn't waste too much time on it, since you'll eventually switch to Wordpress. I suggest starting with Wordpress immediately.
