BTW, I quite like some very useful apps / tools.
Foundation 3 : An interested responsive framework,
Fontello : An icon / fonts generator,
CSS3 Generator : Guess what,
Normalize : HTML5 alternative to CSS,
Magento : e-commerce platform.
Ooops... I'm not allowed to post URLs. Yet. So, you'll have to find stuff by yourself. Not this hard, I guess.

Yes for pictures editing: Adobe Photoshop
For converting your sketches into vector arts: Adobe Illustrator
For editing your videos: Adobe Premiere
For making some really cool video effects: Adobe After Effects

The first tool is Photoshop of course .. And after you've learned the basics and some more advance stuff. You might wanna move to vectors in Illustrator. For video editing Sony Vegas is a very easy to use software with many advanced features, but honestly i would prefer Adobe premiere or after effects over it

As your bro is doing manual Arts, and he is perfect too, now tell him start convert his all manual work into digital format, like by using Adobe Illustrator CS6, and once he done with this software then polish his work on Adobe Photoshop, this gives him an awesome experience and he will b master in Graphics.
