I use photoshop, paint . net (it's free!), and ms paint. Highly recommend paint . net.
for video editing, windows movie maker, and adobe after effects. (photoshop also has minimal video editing, too.)

Inkscape would be a better option .. It's having good SVG integration and supports number of advanced features ..

If he is starting to learn than first give him Photoshop and ask him to learn the concepts of designing print graphics and web Design, when his concepts to web design is clear ask him to bring designed template in Photoshop in Dreamweaver.
